Position Title...Response Operations Leader:

Position Summary:


  • This position, based in Houston, Texas will lead Witt O'Brien's response operations across the US and in select international markets.  The Leader, Response Operations will manage a staff of highly qualified responders and develop the team further to exceed the most demanding market expectations.   This position will include leading efforts to develop new response clients and maintain relationships with existing customers, regulators and other stakeholders.  Reporting to the COO, the Leader, Response Operations will be a key member of the management team and a partner in the continued expansion of Witt O'Brien's.

Essential Functions:


  • Exceed client expectations for all Witt O'Brien's response activities
  • Lead relationship development with key clients (existing and new)
  • Lead relationship development with key regulators and other stakeholders
  • Define and execute the strategic plan for expansion of our all-hazards response capability
  • Lead, manage, develop, and retain the response team, including both in-house staff and network specialists
  • Address prioritized talent requirements with a recruitment and training plan
  • Improve effectiveness and efficiency by streamlining, enhancing, and automating key processes and procedures
  • Coordinate with internal staff to align functional support (e.g. finance, HR, contracts, IT)
  • Provide guidance and regular updates to the CEO, COO and senior management on response and related operational issues
  • Manage performance against short-, mid- and long-term objectives, including forecasts, budgets and growth plans

Education and Experience:


The successful candidate will demonstrate proven credentials in the following areas:

  • Bachelor's degree
  • Minimum 10 years' professional experience in crisis and emergency management
  • All-hazards response leadership (ideally including complex emergencies such as natural disasters, terrorism, oil spills, shipping incidents, disease outbreaks, fires, civil disturbance and HAZMAT responses)
  • Management of government and industrial response teams at the company, local, state and federal levels
  • Management and development of client relationships
  • Expert knowledge of National Incident Management System (NIMS) and Incident Command System (ICS)
  • Team development (including talent assessment, role definition, staff development and team building to achieve common goals)
  • Re-engineering of key processes and systems in support of the organization's mission and objectives
  • Successful financial management of response team


Skills and Abilities:


  • Strong presentation and communication skills, both oral and written
  • Ability to work irregular hours, under physical and mental pressure, and deploy on short notice to emergency sites as required
  • Ability to prioritize and handle multiple operations in a changing work environment.
  • Ability to work independently and/or on a team
  • Strong organizational skills
