Position Overview:

  • Reports to: Emergency Response Manager
  • Positions Supervised:  Network Staff, Spill Management Teams, Duty, Watch Standers
  • Position Location: Houston, TX
  • Position Type: Fulltime, Regular
  • FLSA Classification: Exempt
  • Compensation: Commensurate with experience

Duties and Responsibilities:

  • Provides 24/7 OPA 90 response services to clients, including Qualified Individual (QI), Command and General ICS Staff positions, and field supervision as required.
  • Supports clients' needs in preparing for emergencies
  • Prepared to respond globally, with short notice and potentially for extended periods, to support our clients
  • Stands 24-hour Duty Incident Commander watch on a shift basis and fills in as work load dictates.
  • Provides support to clients as required, such as annual training (HAZWOPER, ICS, QI, Spill Prevention Control and Countermeasure (SPCC), etc.) and tabletop exercises
  • Develops and maintains local Network employees in support of the Company's efforts in providing the best service to our clients
  • Ensures that the O'Brien's Response Management Network is properly trained, informed, and maintains a high state of readiness in the event of an emergency
  • Is cognizant of current affairs in the local response community by attending meetings, reading news updates, etc., and remaining informed of events that have an impact on the Company, our clients, and the community.
  • Remains alert and aware to anticipate the needs of our clients
  • Constantly seeks new business opportunities for the Company
  • Other duties as assigned

Required Qualifications:

  • 5+ years' experience in the field of emergency response such as oil spills or releases of hazardous materials, civil unrest, man-made disasters, natural disasters, or equivalent experience.
  • Must have basic computer skills, including using Microsoft Word, Microsoft Outlook and PowerPoint.
  • Certifications in Incident Command System (ICS) 100, 200, 700 and 800.
  • Current 24-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification
  • Must be highly independent, capable of making decisions in a highly-charged and dynamic environment, and skilled in team building and consensus building
  • Excellent written and verbal communication skills.

Preferred Qualifications:

  • 10+ years of experience in the field of emergency response such as civil unrest, man-made disasters, natural disasters, oil spills or releases of hazardous materials with a minimum of 5 years working for, or directly with, regulatory agencies such as the Environmental Protection Agency (EPA), United States Coast Guard (USCG) and/or State agencies relevant to this field
  • ICS 300 and ICS 400
  • Current Helicopter Underwater Escape Training (HUET) and or Basic Offshore Induction and Safety Training (BOISET) certifications
  • Oil Spill Management Workshop such as International Maritime Organization (IMO) Level 3 or equivalent
  • Ability to speak and write in other languages is a plus, particularly those that are helpful in the marine community, such as Spanish, Mandarin, Japanese, Greek, Tagalog, etc.

Education and Experience:

  • Bachelor's Degree, or equivalent experience
  • Must have at least 5-10 years of related work experience

Working Conditions

  • While based in Houston, TX, this role may require frequent travel.
  • This role may require occasional weekend and /or evening work.
