Position Summary

This is a new role in our rapidly growing organization. Its core focus is on optimizing functional support for complex client projects in often challenging circumstances, such as large-scale disaster recovery and emergency response operations.

Projects requiring immediate support are government contracts for post-disaster consulting, staff augmentation and project management services. These contracts include both self-performance and subcontracted arrangements. However, this role will also be expected to support complex program requirements in our private sector business.

The Program Manager must be able to define and execute requirements for complex field deployments under short deadlines. This will require travel, including deployment to the field to experience client requirements and operating conditions first hand. He/she must be able to perform under pressure in a highly professional and effective manner. Strong team-building and communication skills are an absolute prerequisite for this position.

 

Duties and Responsibilities

Leads integrated support for complex field operations across multiple support functions, including HR, IT, Contracts & Compliance, Travel, Logistics, etc.

  • Acts as prime interface between field operations and functional support
    • Receiving, prioritizing and meeting agreed client requirements (e.g. staffing, IT, logistics, etc.)
    • Communicating and managing corporate requirements of field teams (e.g. reporting, compliance, etc.)
  • Leads key aspects of project planning and execution from RFP and proposal stage through contract execution and demobilization
  • Designs functional support system, processes and communication to optimize field operations
  • Delegates aspects of program support to Operations Managers (direct reports) and others, oversees execution of these delegated responsibilities
  • Monitors and evaluates progress of work in relationship to project goals and adjusts as needed
  • Prepares budgets and staffing plans
  • Prepares detailed project status reports and analysis for company leadership
  • Develops policies and procedures to streamline and improve efficiencies in fulfilling contract terms
  • Audits and reports on effectiveness of contract support
  • Manages resource allocation and backlog, including personnel, equipment, subcontractors, etc.
  • Oversees the mobilization/demobilization/transition of project teams and subcontractors

Education and Experience

  • BS/BA degree in program/project management, engineering, logistics preferred
  • 10+ years' experience managing large programs and projects, preferably in government contracting or similar roles
  • Proven success managing simultaneous multi-million-dollar contracts, preferably with both self-performed and subcontracted services
  • Prior experience managing project P&Ls preferred
  • Project Management Certification preferred, as well as proficiency in Microsoft Project or similar project management systems

 

Working Conditions

  • While based in Houston, TX, this role will require frequent travel on short notice
  • This role will require occasional weekend and /or evening work.
